A I 1 0216 fid THE ASSOCIATED PRESS DES MOINES The state is using a federal grant to fund a new program aimed at helping older teen-agers who leave foster care and have nowhere else to go. "We know there are kids who succeed wonderfully," said Holli Noble, Iowa Department of Human Services specialist in foster care. "But we also know there are kids coming out of the system who experience great problems. "Many of them have issues to deal with, like finding a home. Who are they going to live with? Are they going to move back to their biological family from which they were removed years ago?" The agency used a $600,000 federal grant to organize social service agencies to help the estimated 225 18-year-olds who leave the foster care system each year because they are no longer eligible.

The network is made up of 10 social services agencies organized by Youth and Shelter Services of Ames. Overall coordination will be conducted by Youth Policy Institute of Iowa in Des Moines. Department director Jessie Ras-mussen said many "aged out" teens face a tough transition and need a range of help, such as finding an education, housing or a job. The program comes about nine months after the apparent suicide of Reggie Kelsey of Des Moines. Kelsey had been in foster care and was mentally retarded.

His foster care services were cut off in early 2001 when he turned 18, and he was discharged from the Youth Homes of Mid-America in Johnston. Staff members at a Des Moines homeless shelter where Kelsey had been dropped off asked the Department of Human Services to provide him with help, saying he 6:30 p.m. to 8:30 p.m.; weekends, 1-5 p.m. Children: Tuesday and Thursday 6:30 to 8:30 p.m., weekends 1-4 p.m. Avera McKennan 11 a.m.-8:30 p.m.

Vickey Basgall, spokeswoman for Francis Lauer Youth Service of Mason City, said many of the youths "hook up with people they shouldn't hook up with and put them at risk." Noble said one of the network's first jobs is to identify foster care youth who will soon reach age 18 or former foster care youth between the ages of 18 and 21 who need help.
